PayPal Developer Plan

I signed up for the developer plan. Paid via paypal... and have not received an email, except for the paypal receipt. I need access. How do I get it?

I apologize about the delay. It took a few extra minutes to process PayPal's payment. Your account has now been upgraded to developer plan.
